What Casa Verde is

CNED’s programme for private houses. The grant covers up to 50% of eligible costs for insulation, new windows, a heat pump and a solar plant with a battery, up to MDL 200,000 per house.

Casa Verde is a financing product of the Residential Energy Efficiency Fund (FEERM). It is run by the National Centre for Sustainable Energy (CNED), which reports to the Ministry of Energy. The European Union and Germany support the programme through the E4M project.

The aim is simple: a house that uses less energy and costs less to run. The programme does not fund single pieces of equipment but a planned set of measures. First the house stops losing heat, then it gets efficient heating and its own solar power.

Why insulation comes first.

Most houses in Moldova were built without energy efficiency in mind, and a lot of heat simply escapes through the roof, walls and windows. So the programme first closes the heat losses and only then funds the heat pump and the solar plant. The plant can then be smaller and pays back sooner.
