Grants and support programmes
Grants usually do not pay in advance: the client pays for the plant and the programme reimburses part of the cost after a check. The programme operator decides on the grant. Each programme fits a certain type of client.
ODA «Creștem IMM»
Small and medium businesses: manufacturing, agri, HoReCa, logistics. A solar plant for own consumption under the modernisation and energy efficiency line.
25–35%, up to 3m leiCasa Verde
Private houses. A plant with a battery as part of a home efficiency package: with a heat pump or if you own an electric car. Applications on feerm.md.

A solar plant with ODA «Creștem IMM».
The main state programme for businesses in 2026. Conditions for a solar plant:
- Own consumption only: capacity sized on the last 12 months of bills, with up to 20% headroom
- Selling energy to the grid or third parties is not funded by the grant
- A design, a grid connection permit (aviz de racordare) and 12 months of bills are required
- Installation and commissioning are covered; VAT, used equipment and loan interest are not
- The company has operated for at least 2 years, has no tax debts and positive equity
- Online application in ODA e-Cabinet with an e-signature; the call usually opens on the first working day of the month for 5 working days
- e-Cabinet shows a budget counter with the value of applications already filed in the current call. Dates and budgets are published in the ODA calendar
- Since the start of 2026 ODA has approved 410 projects with 195m lei in grants, 66 of them for modernisation and energy efficiency. ODA consultation centre: 022 22 57 99
